S.B. 44 A BILL to amend and reenact §§ 9-169, 16.1-227, 16.1-249, 16.1-274.1, 16.1-285, 16.1-285.1, 16.1-285.2, 16.1-303, 16.1-305.1, 16.1-308, 19.2-388, 19.2-389, 19.2-390, 19.2-392.01, 53.1-66, 66-10, and 66-13 of the Code of Virginia, and §§ 16.1-228, 16.1-241, 16.1-260, 16.1-269.1, 16.1-269.3, 16.1-269.4, 16.1-269.6, 16.1-272, 16.1-299, 16.1-301, 16.1-302, 16.1-305 16.1-307 and 16.1-309 of the Code of Virginia, as they are currently effective and as they may become effective; to amend the Code of Virginia by adding sections numbered 16.1-248.2, 16.1-299.1, 16.1-302.1 and 53.1-63.1; and to repeal §§ 16.1-309.1 and 19.2-389.1 of the Code of Virginia, relating to juvenile offenders; trial as adults; record information concerning juveniles; powers of the Department of Youth and Family Services; mental health screening for certain juveniles; duration of commitment; notice to victims; penalty.

S.B. 306 A BILL to authorize the issuance of bonds subject to the provisions of Section 9(c) of Article X of the Constitution of Virginia in an amount not to exceed $113,326,000, plus amounts needed to fund issuance costs, reserve funds and other financing expenses, for the purpose of providing funds, together with any other available funds, for paying all or a portion of the costs incurred or to be incurred for acquiring, constructing and equipping revenue-producing capital projects at institutions of higher learning of the Commonwealth; to authorize the Treasury Board, by and with the consent of the Governor, to fix the details of such bonds and to provide for the sale of such bonds at public or private sale; to authorize the Treasury Board, by and with the consent of the Governor, to borrow money in anticipation of the issuance of the bonds; to authorize the issuance of refunding bonds, by and with the consent of the Governor; to provide for the pledge of the net revenues of such capital projects and the full faith, credit and taxing power of the Commonwealth for the payment of the principal of and the interest on such bonds; to provide that the interest income on such bonds shall be exempt from all taxation by the Commonwealth and any political subdivision thereof; and to repeal Chapters 824 and 878 of the Acts of Assembly of 1994 and Chapter 191 of the Acts of Assembly of 1995.

S.B. 448 A BILL to amend the Code of Virginia by adding a section numbered 11-41.2:02 and by adding in Title 66 a chapter numbered 2.1 consisting of sections numbered 66-25.3 through 66-25.7, relating to the Juvenile Corrections Private Management Act.
