Sale of tobacco to minors; enforcement by ABC special agents. Increases the civil penalty for sale of tobacco to $100 for a first violation, $200 for a second violation, and $500 for a third or subsequent violation.

Clarifies that ABC special agents are authorized to enforce the prohibition against the sale of tobacco to minors.

The bill also provides for a $50 penalty for a first offense by a minor, a $100 penalty for a second offense and an order pursuant to a finding of delinquency on the third such offense.
