Summary:
Interbasin transfer of sewage. Prohibits the State Water Control Board (SWCB) from issuing any permit for the discharge of sewage to the Rappahannock River if the source is outside the basin unless the discharge will meet all applicable standards applicable in the source subbasin and at least one public hearing preceded by notice containing information regarding the hearing and the proposal has been held. This prohibition does not allow the SWCB to lower any discharge, water quality or treatment standard in the receiving basin. Treatment plants permitted and receiving out of basin waste prior to July 1, 1997, are exempt.
