Summary:
Personal property taxes; motor vehicle registrations; delinquent tax penalties. Authorizes the Commissioner of the Department of Motor Vehicles, by agreement with any county, city, or town, to refuse to issue motor vehicle registrations to persons who owe at least $50 in personal property tax to such localities; allows localities to pass on to taxpayers any fee charged by Department of Motor Vehicles for the enforcement action; and limits penalty for failure to pay certain local tax installments to 25% of the amount due.
