Sale of tobacco to minors; enforcement by ABC special agents. Increases the civil penalty to $100 for a first violation, $200 for a second violation, and $500 for a third or subsequent violation.

ABC special agents are clearly authorized to enforce the prohibition against the sale of tobacco to minors. The bill also requires the ABC Board to report to the Governor and General Assembly in December of 1997 and 1998 additional fiscal and manpower needs to comply with this section.
