Bond authorizations of the Commonwealth. Prohibits the issuance of bonds for all or part of several previously authorized projects. The affected authorizations for Virginia Public Building Authority projects are (i) $2,964,524 for Old City Hall; (ii) $16,350,000 for the Department of Computer Services Building; (iii) $5,304,619 for the SCC Building; (iv) $6,000,000 for two adult detention incarceration centers; (v) $1,178,000 for the acquisition of land for correctional facilities; and (vi) reductions in the amounts for 11 state building projects authorized in 1983. The measure also prohibits the issuance of Section 9 (c) bonds for student housing at Clinch Valley College ($2,000,000) and a residence hall at George Mason University ($17,500,000). The measure also authorizes VPBA to undertake five higher education projects from available cash.
