Summary:
Charitable gaming. Provides that (i) instead of requiring 50 percent membership of Virginia residents, charitable organizations must use 50 percent of the proceeds from charitable gaming on charities located in Virginia, (ii) charitable organizations are authorized to conduct bingo more frequently than two times per week if they file a resolution of support duly adopted by the local governing body with the Charitable Gaming Commission, (iii) the three-year eligibility requirement does not apply if a charitable organization files with the Commission a resolution of support duly adopted by the local governing body, (iv) the 50 percent limitation of the playing of instant bingo as part of any bingo game be removed, (v) the requirement that charitable organizations keep records of the number of people in attendance at a bingo game be removed, (vi) the reporting of bingo prize winners be limited to those who have won $100 or more, and (vii) the 90-day membership requirement for persons conducting charitable gaming be removed. The bill also contains technical amendments.
