Alcoholic beverage control; drinking on school grounds. Provides an exception to the prohibition against drinking on school grounds for approved areas of a city-owned performing arts center located in any city having a population between 100,000 and 105,000 (Portsmouth), provided the organization operating the center has a license granted by the Board.

This bill is identical to SB 862.
