Conservation Resources Fund. Places a 45 percent cap on the use of the Conservation Resources Fund for operational expenditures. The Conservation Resources Fund is composed of revenues earned from state park operations, and can be used for both operating costs and capital projects in state parks. Under a law passed last year with a delayed effective date of July 1, 1996, no more than 25 percent of annual revenues could have been used for operational expenditures. This bill raises the cap to 45 percent and stipulates that the remaining revenues shall be expended for the maintenance, conservation and development of state parks. The bill provides that the cap will be lowered to 25 percent effective July 1, 1997. This bill also removes revenues generated from the operation of state-owned concessions from the Conservation Resources Fund. These revenues are to be deposited in a separate special fund and used for the operational expenses of these concessions.

This bill is identical to HB 800.
