Gas and Oil Act. Alters permit and pooling order requirements for oil and gas wells. The minimum distance between gas exploration wells is decreased. A new provision is added that a gas or oil owner who does not exercise his right to choose a method of participating in the operation of a well under a pooling order shall be deemed to have leased his interest to the operator. The requirement of obtaining a permit modification for any new activity not previously approved for a well site is changed so that a permit modification is necessary only for a new zone completion. The bill adds reworking initially productive zones and plugging a well to the list of activities for which new permits will be issued. Those to whom notice of an application for a permit for a gas or oil operation is due are allowed to waive the right to object to the permit. Permit holders are given the ability to renew two-year permits for an additional two years. The bill also provides that: (i) notice of permit applications for oil and gas operations must be given to nearby gas storage field operators and (ii) gas storage field operators must, in order to object to the permit for an oil or gas well, prove that the proposed well will adversely affect the operation of the field.
