Summary:
Emergency medical services. Consolidates the laws pertaining to the statewide emergency medical services system (Article 3, Chapter 4, of Title 32.1) and the emergency medical services vehicles (Article 5, Chapter 5, of Title 32.1) into one article in Title 32.1 to provide clarity and consistency, and incorporates certain new provisions to strengthen the emergency medical services system. The consolidation of these articles, however, does not include other sections of state law which pertain to the collection of motor vehicle registration fees for the "Two-for-Life Fund," "the Good Sam" and "Do Not Resuscitate" laws. New provisions of this bill (i) reduce the State Emergency Medical Services Advisory Board from 37 to 24 members; (ii) provide certified emergency medical services instructors immunity from liability for civil damages for acts or omissions directly related to the performance of their duties on behalf of the Office of Emergency Medical Services; (iii) require the Virginia Association of Volunteer Rescue Squads to submit an annual financial report on the use of its funds to the Virginia Emergency Medical Services Advisory Board; (iv) clarify the State Board of Health's authority over the State Emergency Medical Services Advisory Board, including its composition, administration, duties, and responsibilities; (v) require the State Board of Health to establish requirements for the recertification of EMS personnel, including continuing education modules, skills testing, and written examination and exemption therefrom; (vi) require the Board to notify the Advisory Board in writing of its actions on requests and recommendations initiated by the Advisory Board; (vii) authorize the Board to establish a schedule for report from the Financial Assistance Review Committee (FARC), the Rescue Squad Assistance Fund, etc.; (viii) establish the Virginia Rescue Squads Assistance Fund as a special nonreverting fund; and (ix) provide that reappointments or eliminations of representation on the Advisory Board for members serving on January 1, 1996, whose terms of office expire before July 1, 1996, shall be made in accordance with the provisions of the bill. The aforementioned articles are repealed by this bill.
