Summary:
Assessments for local improvements; postponement of assessments; liens on assessments. Allows localities to provide for the postponement of the payment of assessments for improvements on abutting property until the property owner actually connects to the public utility system. However, if the property is conveyed between the time the assessment is made and the time the property owner actually connects to the public utility system, then the entire amount due under the assessment becomes due and payable. The entire amount of assessment due shall be paid no later than 10 years from the creation of the district. Also, the bill provides that the amount assessed against a property owner for improvements to abutting property shall be a lien only on the abutting land.
