Corrections Private Management Act; exemption from Virginia Public Procurement Act. Expands the authority of the Director of the Department of Corrections under the existing Corrections Private Management Act to enter into contracts for the fixed-price, design, design-build, construction management, and lease-purchase of prison facilities and exempts same from the Virginia Public Procurement Act. If the state will be required to make debt service payments on a facility, the Treasury Board must approve the terms and structure of the obligations. The bill, which expires July 1, 1997, also contains technical amendments to the Corrections Private Management Act.
