Summary:
Implementation of the National Voter Registration Act. Provides for registration of voters by mail beginning July 1, 1995, and at the offices of the Department of Motor Vehicles, public assistance agencies, agencies primarily providing services to the disabled, armed forces recruitment offices, and Virginia Employment Commission offices, beginning January 1, 1996. The bill also establishes a voter list maintenance program and fail-safe voting procedures to ensure that voters who move their place of residence are provided adequate opportunities to correct their registration records before they are removed from the voter registration list. A constitutional amendment passed at the last November election deleted the requirement that a person must apply in person to register and eliminated the requirement for canceling a voter's registration for nonvoting. All of the changes in the bill are in response to the National Voter Registration Act, which Virginia is required to follow, concerning registration to vote in federal elections for federal offices. Effective date provisions delay implementation of the act (except mail registration) if Congress changes or repeals the NVRA or if implementation of the NVRA is enjoined in Virginia by the courts.
