Summary:
Local correctional facilities; health standards and inspections. Requires the Department of Corrections to conduct at least one unannounced annual inspection of each local correctional facility and, in consultation with the Department of Health, to promulgate standards and inspection procedures for the annual health inspection of local correctional facilities by the State Health Commissioner. The Board and the Commissioner may authorize other announced or unannounced inspections as they consider appropriate. The bill also provides for access to local correctional facilities by local or state corrections and health department staffs for the purpose of inspections.
