Summary:
Campaign finance; contribution limits. Imposes limits on the amount which an individual may contribute to certain candidates: (i) $5,000 for nomination and $5,000 for the general election for Governor, Lieutenant Governor, and Attorney General; and (ii) $1,000 each calendar year and $1,000 for nomination and $1,000 for the general election in each House of Delegates election cycle for candidates for the General Assembly. The limits on contributions from a political action committee, corporation or labor union are: (i) $10,000 for nomination and $10,000 for the general election for candidates for Governor, Lieutenant Governor, and Attorney General and (ii) $2,000 for nomination and $2,000 for the general election for candidates for the General Assembly. The limits do not apply to contributions (i) by the candidate to his own campaign or (ii) by a political party committee (including a legislative caucus group). The limits cease to be applicable to any candidate in an election after a campaign finance disclosure report is filed by an opposing candidate which shows that the opponent has contributed to his own campaign more than 20 percent of the total amount contributed to his campaign as of the report date. The bill is effective January 1, 1996, and applies only to elections held after that date.
