Fire Programs Fund. Increases the assessments made by the State Corporation Commission for the Fire Programs Fund from eight-tenths of one percent to one percent of the total direct gross premium income for certain classes of insurance. Under the bill's provisions, a portion of the assessments ($1 million beginning in 1995) are to be distributed to the Fire Services Grant Fund Program, created by the bill, to be used as grants to provide regional fire service training facilities, the Virginia Fire Incident Reporting System and burn buildings as determined by the Virginia Fire Services Board.
