Environmental permits. Requests the Department of Environmental Quality and the Virginia Marine Resources Commission to evaluate the impact of environmental permits issued by North Carolina which may affect Virginia's water quality and quantity, or its fresh water and tidal fisheries. If either agency finds the such a permit will have a significant impact on Virginia's environment, the matter is to be referred to the Attorney General for possible legal action.
