Summary:
Study; multiple step prison reform. Requests the Department of Corrections to study the feasibility of implementing a multiple step prison reform system which builds upon elements of the current criminal justice system but approaches it in a unique manner. Offenders other than those convicted of capital crimes would pass through all phases of the system to receive treatment, education, and training.
