Summary:
Constitutional amendment; the right of overseas citizens to register and vote (first resolution). Permits an overseas United States citizen who has never lived in the United States to qualify to vote by absentee application and ballot in Virginia in federal elections if his parent is a qualified voter in Virginia. The General Assembly is authorized to extend the right to vote for such citizens to state and local elections.
