Inventories of ungranted shores of the sea, marsh, and meadowlands. Establishes a procedure for resolving conflicting claims to state-owned coastal lands in Northampton and Accomack Counties. Inventories identifying 28,507 acres of state-owned coastal lands have been filed in these counties. The Virginia Marine Resources Commission will publish notice of the filing of these inventories, and persons claiming an interest in the lands identified as state-owned shores of the sea, marsh, and meadowlands will have two years to bring legal action to establish their title. A procedure is also established for amendments to the inventories which designate additional lands as state-owned, which provides for administrative review of the proposed amendment. If approved by the Commission, notice of the proposed amendment will be given. If a person does not bring a claim of ownership in such additional lands within two years, the amendment to the inventory may be filed. A claim of ownership will be barred if it is not brought within another two-year period following the filing of the inventory. This legislation results from a study conducted pursuant to House Joint Resolution 520. A study of state-owned coastal land concluded that portions of an additional 43,385 acres of coastal land claimed by owners other than the state may be subject to state claims.
