Notice of discharge certificate. Requires an applicant for a water pollution discharge certificate who has violated his certificate to publish certain information in a paper of general circulation in the locality where the facility is located. The State Water Control Board is prohibited from issuing a renewal certificate until the notice has been published. The notice has to include, at a minimum, the name of the applicant and the location of the facility, prior names used by the applicant during the previous 15 years, the date and nature of violations within the previous five years, and the nature and proposed amount of discharge. The Board is required to keep similar information on file as part of its fact sheet.
