Local governments; housing. Authorizes localities which do not have a redevelopment and housing authority to engage in research, studies, and experimentation in housing alternatives, including the rehabilitation of existing housing stock and the construction of additional housing. This bill is a recommendation of the Virginia Housing Study Commission.
