Free tuition and required fees for certain persons. Provides free tuition to and frees from required fees veterans of any war, as defined by the Code of Federal Regulations, who present verification of their service and discharge or release, have been living in Virginia for at least three years immediately preceding the request for free tuition, have exhausted any federal benefits available for tuition, and have been offered admission as full-time students to a public institution of higher education in Virginia.

Pursuant to 38 C.F.R. 3.1, a “veteran of any war” is a person who served in the active military, naval, or air service and who was discharged or released under conditions other than dishonorable, and who served in a specified period of war--specifically, World War I, World War II, the Korean conflict, Vietnam war, the Persian Gulf War, and any future dates upon a declaration of war by the President or Congress.
