Summary:
Administration of the government; Virginia Personnel Act. Removes the exemption from the Virginia Personnel Act for those officers and employees of executive branch agencies who report directly to the agency head. As a result, most officers and employees of executive branch agencies who report directly to the agency head will be covered by the Virginia Personnel Act and the state grievance procedure. The bill provides that managerial employees who are engaged in agency-wide policy determinations or directors of major state facilities or geographic units are limited to filing grievances to dismissals from employment.
