Summary:
Jurisdiction of the juvenile court. Provides that in cases of family member assault, objections to jurisdiction must be raised in the trial court prior to the time when jeopardy would attach. The bill is intended to avoid the outcome of cases such as Jones v. Commonwealth, 220 Va. 666, where the Virginia Supreme Court ruled that the circuit court failed to obtain jurisdiction over a felony case because the preliminary hearing was held in the wrong district court.

The bill also provides that notwithstanding any other provision of law, fees for service by the sheriff are not to be charged in any proceedings in the juvenile or family courts involving a protective order or custody, visitation or support of a minor.
