Summary:
Charter; City of Falls Church. Authorizes the City to inspect residential rental units between tenancies for compliance with the building code in neighborhood blight areas; eliminates the conditions set forth in the charter for determining average annual utility revenues and expenses and leaves the determination to mathematical averages.
