Local telephone exchange service. Requires the State Corporation Commission to license any company to provide local exchange telephone service in the certificated area of a telephone company unless it finds that such action would be detrimental to the public interest. Under the bill, such companies and companies that provide telephone services to fewer than 11 customers, none of which are residential customers, are excluded from the definition of a "public service company."
