THE HOUSE OF DELEGATES HAS PASSED THE FOLLOWING SENATE BILL:
S.B. 262 An Act to amend and reenact §§ 2.2-1132, 23-135.7:6, 45.1-390, 56-249.6, 58.1-322, and 58.1-3660 of the Code of Virginia and to amend the Code of Virginia by adding a title numbered 67, consisting of a chapter numbered 1, consisting of sections numbered 67-100, 67-101, and 67-102; a chapter numbered 2, consisting of sections numbered 67-200 through 67-203; a chapter numbered 3, consisting of a section numbered 67-300; a chapter numbered 4, consisting of sections numbered 67-400 through 67-403; a chapter numbered 5, consisting of sections numbered 67-500 and 67-501; a chapter numbered 6, consisting of sections numbered 67-600 through 67-604; a chapter numbered 7, consisting of sections numbered 67-700 and 67-701; a chapter numbered 8, consisting of sections numbered 67-800 and 67-801; a chapter numbered 9, consisting of sections numbered 67-900 through 67-903; and a chapter numbered 10, consisting of sections numbered 67-1000 through 67-1003, relating to energy policy; offshore gas and oil resource development; grants for purchasing, producing or using clean and efficient energy; recovery of fuel and purchased power costs under utility rate caps; income tax credits for purchases of certain energy-efficient appliances and equipment; exempting certain certified pollution control equipment and facilities from local property taxation; clean coal projects; energy efficiency in state buildings; use of biodiesel fuel in public transportation vehicles; covenants restricting the use of solar energy collection devices; motor vehicle fuel efficiency standards; and the establishment of a coastal energy research center, all of which comprise components of the Virginia Energy Plan.
