Summary as introduced:
Constitutional amendment (first resolution); highway and transportation trust funds. Provides that various transportation funds will be permanent funds and will be funded annually by revenue sources in place on January 1, 2005. The amendment limits the use of transportation funds to transportation and related purposes. The General Assembly may borrow from transportation funds for other purposes only by a vote of four-fifths of the members voting in each house, and the loan must be repaid with reasonable interest within four years. This resolution is incorporated into HJR 527.
