Summary as introduced:
Campaign finance; special elections filings.  Provides that candidates, who run in a special election for public office and who have not filed a final report closing their past campaign, are required to file reports on an election year schedule in succeeding election years for the same office.  A similar bill was passed in 2004 that applied to general, but not special, elections.
