Absentee ballot procedures.  Modifies the current provision that voids an absentee ballot if the statutory procedures for voting absentee are not followed. The bill allows a ballot to be counted if there is substantial compliance with the procedures and the error or omission involved is not material in determining whether the ballot is the "valid vote of the absentee voter."
