Makes several amendments to horse racing with pari-mutuel wagering laws including (i) changing the number of satellite facilities that the Virginia Racing Commission is authorized to license from 6 to 14, (ii) authorizing the Commission to regulate and establish fees for account wagering, (iii) removing the 2005 sunset on the Commission's authority to alter the required number of live-racing days, (iv) providing that a new owner's or operator's license shall be required if the acquisition of actual control of a license, or the acquisition of 25 percent or more of the stock of or other interest in a license is to occur, (v) allowing towns to conduct referenda on the question of whether pari-mutuel wagering should be allowed, and (vi) providing that the Commission is exempt from the provisions of the Government Data Collection and Dissemination Practices Act. The bill also amends the Live Horseracing Compact.
