WHEREAS, Margaret Reynolds, a freshman at St. Catherine's School in Richmond, has achieved national recognition for exemplary volunteer service by receiving a 2003 Prudential Spirit of Community Award; and

WHEREAS, this prestigious annual award, presented by Prudential Financial, in partnership with the National Association of Secondary School Principals, honors young volunteers across America who have demonstrated an extraordinary commitment to serving their communities; and

WHEREAS, Margaret Reynolds, who will receive from Prudential an engraved silver medallion, a $1,000 award, and a trip to Washington, D.C., for national recognition festivities, was chosen from among 24,000 high school and middle school students who submitted applications; and

WHEREAS, Margaret Reynolds was cited for organizing a "Big Sisters" program that pairs middle-school girls with at-risk children from a local day care center; and

WHEREAS, the program is now two years old, and 29 Big Sisters visit the children every week to counsel them, work on art projects, read stories, and plan special events; and

WHEREAS, the success of the Commonwealth, the strength of Virginia’s communities, and the overall vitality of American society depend, in great measure, on the dedication of young people like Margaret Reynolds, who use their considerable talents and resources to serve others; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend and congratulate Margaret Reynolds on her recognition as one of America’s finest young volunteers; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Margaret Reynolds as an expression of the General Assembly’s admiration and gratitude for her outstanding dedication to community service and her ongoing commitment to helping her fellow citizens.
