Commending Dr. William R. Harvey.

WHEREAS, for 25 years, Dr. William R. Harvey provided Hampton University with dedicated, visionary, and effective leadership; and

WHEREAS, the president of Hampton University since 1978, Dr. Harvey introduced innovations that solidified the university's sterling reputation among the nation's colleges and universities; and

WHEREAS, during Dr. Harvey's tenure as president, the student enrollment at Hampton University increased from approximately 2,700 to more than 6,000, and the SAT scores of entering freshmen increased by nearly 300 points; and

WHEREAS, Dr. Harvey spearheaded the effort to increase Hampton University's academic programs, including new undergraduate programs in physical therapy, marine science, chemical and electrical engineering, airway science, and emergency medical assistance management; and

WHEREAS, Hampton University's graduate programs also flourished under Dr. Harvey's leadership, with new master's degree programs in business administration, applied mathematics, and chemistry and new doctoral programs in physics, pharmacy, physical therapy, and nursing; and

WHEREAS, Dr. Harvey was instrumental in expanding Hampton University's traditional outreach programs to the underserved areas of the community, requiring all Hampton students to engage in a community service project prior to graduation; and

WHEREAS, during Dr. Harvey's presidency, Hampton University erected 17 new buildings and devoted nearly $50 million to the renovation of existing buildings; and

WHEREAS, Dr. Harvey's financial leadership led to the university's current financial growth and stability and to the university's innovative commercial project, the Hampton Harbor Project, which helps fund student scholarships; and

WHEREAS, active on the national scene, Dr. Harvey also shared his knowledge and expertise with such organizations as the President's National Advisory Council on Elementary and Secondary Education, the Defense Advisory Committee on Women in the Service, and the President's Advisory Board on Historically Black Colleges; and

WHEREAS, Dr. Harvey continues to serve Hampton University, the Hampton community, the Commonwealth, and the nation with great diligence and distinction; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Dr. William R. Harvey on the occasion of his silver anniversary as president of Hampton University; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Dr. William R. Harvey as an expression of the admiration and gratitude of the General Assembly.
