assessment to determine the status of the participation of minority-owned

Requesting the Virginia Water Resources Research Center at Virginia Polytechnic
Institute and State University to study desalinization as part of a strategy to
meet the Commonwealth's drinking water needs. Report.
Encouraging the Department of Transportation to facilitate the completion of
